The University of Minho, the Agency for State Technological Reform (ARTE) and the United Nations University – e-Governance Operational Unit (UNU-EGOV) organised the presentation of the results of the 2025 Municipal Councils’ Internet Presence Index (IPIC) on 20 April at 4.00 pm, during a session held at the UNU-EGOV premises on the Couros campus in Guimarães.
As in previous editions, this 13th IPIC will see trophies awarded to the Municipal Councils ranked in the top three positions – both in the overall ranking and in each of the four criteria considered. Honourable mentions will also be awarded to the municipalities ranked up to 10th position in the overall index and in each criterion.
The results stem from an assessment of the online presence of Portugal’s 308 local councils, in a study that reflects the level of modernity and maturity of each municipality’s website. The study is conducted using an evaluation grid comprising four criteria and 39 indicators, which cover a wide range of metrics. These indicators are grouped according to four criteria divided into aspects related to the content provided, the level of accessibility and navigability of the pages, the maturity of the services available online, and the participation component.
The IPIC has been run since 1999 by GÁVEA – the Information Society Observatory of the School of Engineering at UMinho, with contributions to this edition from UNU-EGOV and ARTE.
